Summary of Professional Qualifications

 

Five years of experience as an Administrative Law Judge for the Department of Licensing, assigned to traffic matters. These include a high volume caseload where it is required to prepare your own findings of fact and conclusions of law.  Decisions rendered must be issued in writing within 30 days of the hearing.  Over twenty years of supervisory experience including the oversight of criminal attorneys assigned to a heavy trial caseload; exercised command and control of police officers during critical incidents; experienced mediator and arbitrator in consumer law, small claims, lemon law and community conflict situations; private attorney with large concentration on guardian ad litem and family law casework.  Professor of Law and Human Resource classes;  Adult Degree Program Satellite Coordinator.  Assistant Zone Commander of the New York State Police whose duties oversaw internal affairs investigations and complaints against personnel.

·         Research and analyze laws, regulations, policies, and precedent decisions to prepare for hearings and to determine conclusions.

·         Review and evaluate data on documents such as claim applications, birth or death certificates, police reports, collision reports, and physician or employer records.

·         Rule on exceptions, motions, and admissibility of evidence.
